that policymakers will see on capital gains. chris edwards joins me now. he is director for tax policy studies at the cato institute. i would like to show people what we're talking about. he gets confusing for people. we have a current tax rate, 15%. on january 1, the capital gains tax rate will jump to 23.8%. i talked to a lot of my friends and they say that's not a big dumb. what you say? >> it is a big jump. if you add state taxes on top of that, the united states will be up to 20%. our major trading partners, britain and europe and canada -- they are only 16%. so there is a very good reason why just about every industrial country has a really low capital gains tax rate. that's because policymakers just about everywhere know that low capital gains tax rates are crucial for a growth of economy and entrepreneurship and high-technology industries. gerri: so what if we compare favorably with a lot of developed countries out there -- what would be the practical effect? >> it will slow the flow of venture capital and investment for high-technology companies. if you think about every major high-te

. there are our eo detractors including congressman edward markey on the house natural resources committee. he says exporting natural gas will increase prices for regular americans, may be as much as at 30%. do you agree? >> well, there has been of fair amount of discussion about whether or not exports could actually push up that price to the individual consumer. but i think in fairness what we need to understand is we're talking about an increase in times, not dollars which is important to put into context. think about coal. we have been exporting coal from thii country for decades. that has not increased the price of coal to consumers. so while there is fairness to the concern that we may see a slight increase, i think you need to put it into perspective. if there is incentive for producers to produce more here, not only do we see the economic benefits from the job, but as there is more produced here, that's going to work to reduce the overall cost to the consumer gerri: of tell you what my concern with this is, and look. at the end of the day every president since eisenhower, i think, as ta

of the president's council of economic advisors edward lazear. joining us on the phone. i don't know if you saw that interview on "meet the press" yesterday, but when i heard the president say that, that he cut spending by a trillion dollars in 2011, i was wondering what planet he was on? >> yeah, i don't know what his reference point is but he certainly didn't cut spending. if you go back to the period of say 2007, the year before the recession, at that point we spent less than 20% of our gdp in government spending. and if you look at the period during the obama term, it's been at 24% as high as 25%. so it certainly hasn't come down. so i don't know what he was referring. david: what happened is and i'm looking right at federal outlays right now, we can put it on the screen. we had the big jump because of stimulus 2009 which' greed part republican, part democrat but it stayed there. it doesn't go down. it went up in 2011. not down. the basically -- baseline is now this and that's why the president needs all new taxes. >> if you look at change in deficit past two years we have upwards 9% defici
